down the body language that won and lost the debate. here's gary tuchman. >> they shake, they touch, they talk. they're doing it all. what does that tell you? >> i can't see what romney's doing with his nondominant hand. i think it's interesting that obama is sort of moving his hand on romney's arm so it's more gentle and it's warm. the smiles i thought were interesting. obama comes out with a pretty good natural smile and he produces very nice, warm smiles. romney's is more of his typical smiling with the mouth but not with the eyes. >> what does that tell you? >> that he's not feeling positive. >> what's interesting to me is barack obama keeps nodding. almost like yeah, what you're saying is right. obviously he doesn't think that. why is he nodding? what does that mean? >> i actually think what's happening is he's trying to show that he's listening so he's nodding to show that he's listening but he's actually preparing his response. >> what do the voters think of that? >> the voters see it as sheepish and weak. so i think that it doesn't come across well generally to voters, but i

is causing massive flooding, especially along parts of delaware's coast. that's where we find gary tuchman tuchman. we know it's cold, with windy, what else is going on there? >> reporter: we know you rohobeth because you're from delaware, and people from washington come here over the summer. the good news for the tourists and especially people that live here year-round is that delaware appears to have done very well. >> the rain looks like it's going to stop for the first time in two days. there's a lot of concern here. grave concern over the last couple of days. because it appeared that this hurricane was heading directly towards here. the delmarva pennsylvania, and it's called delmarva because parts of three states are on the peninsula, delaware, maryland, virginia. it's very flat, very little natural protection for storms to come from the atlantic ocean. so, there was a lot of concern. this storm ended up going 40 miles to the north. the weaker part of the storm, the left part of the storm, hit here. there is some damage here. we see flooded streets, flooded houses, vehicles under wate

bad. >> gary tuchman, thank you very much. reporting from hoboken there. pretty hard to imagine scene for those families tonight. >>> to the north, the coast guard busy all day rescuing people trapped by floodwaters. maggie, what did you see? >> that's right, erin. we saw a community in shock basically and underwater. they sometimes get some very low-level flooding, but not expecting anything like this. as we walked around, the water waist deep, and at low tide, cars floating in the middle of the road. we met up with a family that has their own military vehicle they refurbished. heard about it on the news. came down, boy, were they needed. they were working with the national guard. we rode along with them. you cannot get there, in boats. only the very large trucks can get there. elderly people, got stuck in their homes, did not expect anything like this. all the years they live there. one man had a pacemaker, his wife is very concerned as they lifted him in, they were very scared, very shaken up, still had their humor about them. this is what we saw over and over again. neighbors help

havoc al the mid-atlantic states. especially along delaware's coast where can gary tuchman is on the ground in rehoboth beach. it looks almost placid at nightfall for you. >> reporter: i wouldn't have a picnic out here right now because it's really cold. it's amazing with all the years we've covered hurricanes, i've never been frozen before. it's really -- it feels like a winter storm. indeed, that's what it's turned out to be in west virginia, virginia. feels like it could snow here, that's how cold it is. that's the sad part. that's something we must stress. in the aftermath of all this, usually we have power failures and usually in the heat of the summer and people are very hot in their apartments, so their homes, they have to find a mall that's air conditioned or draw a cold bath and take a cold bath but this is a serious situation because you have thousands of people here in delaware, nearby, maryland, virginia, who don't have power. it's a very cold evening and they'll be very cold. that's a concern. we can tell you here in rehoboth beach, right now it's a ghost town

gary tuchman is on the ground. rehoboth beach. still holding down the fort filip looks like it's still reagan there. but just a little bit of rain -- i mean just a little bit of wind, correct? >> reporter: well, the wind is -- we still feel the wind, fredricka. but the rain has finally stopped. it really was raining for two days straight and very hard at times. right now i'm walking on the boardwalk here in rehoboth beach, delaware. it's not as famous as the atlantic city, new jersey boardwalk but it's an important part of the fabric of the city. tens of thousands of people come here every week in the summer to go on vacation, rehoboth beach. it's actually a very small town. only 1,300 people live here year round but tens of thousands in the summer, every single weekend, many of them from nearby washington, d.c. and baltimore and philadelphia. and the boardwalk has survived relatively intact. the people here in rehoboth consider themselves very lucky. here's what we know here in rehobo rehoboth beach. there's some flooding. some homes have been flooded something, cars have been flooded
